solarCity is a suburb which was planned on the drawing board. It offers around 4000 people residential and living space. The welfare residential units were built using low-energy construction methods.

Planning for the project began in 1992. Starting in 1999, 1300 flats were built in stages within a period of six years. The total cost for the project ran to 190 million euros, of which almost two-thirds were spent on residential construction, with the costs for infrastructure comprising only one third of the total cost.
